Out of State Portability Process

(Housing Choice Voucher program only)

DOH requires notification at least 60 days prior to desire moved date. Any requests not received at least 60 days in advance, may experience delays.

Participant informs Housing Coordinator they desire to port. If Participant is currently in a repayment agreement or otherwise not in good standing, they will not be allowed to port at that time.

If no annual has been completed in the last 120 days, Housing Coordinator collects a/r docs from Participant along with income verifications and has Participant sign port request form. Housing Coordinator runs EIV report and any other income reports, enters annual reexam (or annual reexam searching) in Elite, moves participant out of unit in Elite and prints 50058 from that action.

Housing Coordinator issues voucher in Elite. (Please issue voucher for dates that make sense for interstate move. I.e. If they plan to be out of their unit on the 31st, issue a voucher beginning that day and not before.)

Housing Coordinator sends the following items to SPOC 

  • Income verification including recent EIV report o Voucher
  • 30 day notice signed by landlord
  • Completed Family request for Out of State Portability form
  • 50058 from most recent action

SPOC reviews action in Elite, ensures move out and voucher issuance were completed, checks that all 5 items above are received. If and when complete, SPOC forwards to DOH Portability Officer (DPO).

DPO confirms receipt of information. DPOs timeline is 1-15 days.

1 to 15 days later, once port process is complete with receiving PHA...

DPO will send an email to Housing Coordinator and SPOC confirming the port has been accepted along with contact information for new PHA.

Outgoing portability scenarios:

Once the DPO has confirmed the port has been accepted by the receiving PHA, the agency or Housing coordinator no longer has to consider the Participant part of their program. The voucher is now a DOH voucher only.

Scenario #1: What if the Participant reaches out to Housing Coordinator asking for an extension?

Please send this request to the SPOC and the DPO who will approve or deny the request.

Scenario #2: What if the Participant reaches out to the Housing Coordinator requesting an RA or a change in voucher size?

Please send this request to the SPOC and the DPO who will approve or deny the request.

Scenario #3: What if the Participant fails to lease up and wants to come back to Colorado?

Please have them contact the DPO directly and DOH will either return them to the original agency or send their information to another agency in their desired jurisdiction in the state.

Scenario #4: What if the Participant fails to lease up and does not come back?

Receiving PHA will let DPO know this has occurred and DPO will email SPOC letting them know the agency has an available voucher to issue to the next person on their list. SPOC will let Housing Coordinator know.

What happens with the increments?

If the Participant leases up out of state and that PHA absorbs the voucher, the DPO will let the SPOC know the agency has an available voucher to issue to the next person on their list. SPOC will let Housing Coordinator know.

If the Participant leases up out of state and that PHA decides to bill DOH instead of absorb, that voucher remains in that agency’s increment count for as long as that scenario remains in place. The agency cannot reissue a voucher to a new participant until that agency has absorbed or that Participant is no longer in the program.

Incoming Portability Process

(Housing Choice Voucher program only)

DOH Portability Officer (DPO) receives the port request. (If agency or SPOC receives a port request, this should be forwarded to the DPO).

DPO determines where participant wants to live, creates person in Elite and issues voucher to the agency in that jurisdiction.

DPO sends port packet to Housing Coordinator and SPOC.

Housing Coordinator treats this voucher and lease up process the same as any other except when the participant locates a unit, the action in Elite will be a portability move-in. The SPOC must contact the DPO to let them know the portability move-in has been approved.

Incoming portability scenarios:

Once the participant leases up, this is the same as any other DOH voucher; however, before the lease up, the DPO still sometimes needs to be involved.

Scenario #1: What if the incoming port family reaches out to Housing Coordinator asking for an extension?

It is ok to assume they can have more time if they are actively searching. If the Housing Coordinator and/or SPOC grants an extension, please let DPO know the new expiration date.

Scenario #2: What if the incoming port family reaches out to the Housing Coordinator requesting an RA or a change in voucher size?

Since this is DOH’s voucher, any requests for changes to the voucher or RAs will need to be sent to and decided by the SPOC, the same as process for any voucher. The DPO does not need to be notified.

Scenario #3: What if the incoming port family fails to lease up and their voucher expires?

Please let the DPO know so this can be reported to the initial PHA.

What happens with the increments?

When the incoming port family leases up, they become a Participant in the DOH program. The agency to where they were sent gets an additional voucher increment added to their baseline.
