HAP Contract Process – Effective November 1, 2019

Effective November 1, 2019, all Housing Assistance Payment (HAP) Contracts must be signed/executed directly by authorized signatories at the Colorado Division of Housing. Agencies are no longer authorized to sign the HAP Contract on behalf of
the Division of Housing.
HAP Contracts are pre-populated with agency names. This new form must be used by November 1, 2019 (and earlier if possible). The old form(s) will not be accepted by DOH after November 15, 2019.
Agencies Currently Data-Entering into Elite
Send all HAP Contracts requiring Public Housing Agency (PHA) signature to the HAP Contract email address: dola_rap_hap@state.co.us. This mailbox will be monitored daily by four DOH staff. HAP Contracts in the mailbox will be printed out and signed/executed daily and will be sent back to individual agencies each Friday with other agency mail.
Agencies not currently data-entering into Elite
Send HAP Contracts (with other required documentation) to your Division of Housing Single Point of Contact (SPOC). The SPOC will print out the HAP Contract and submit to DOH signatory authorities for signature. Signed/executed HAP Contracts will be sent back to individual agencies each Friday with other agency mail.
Helpful Hints
- HAP Contracts must be executed no more than 60 calendar days from effective date of lease. If DOH receives a HAP Contract that has been signed more than 60 days from the effective date, we are unable to fully execute the contract (it will not be signed by DOH).
- Please encourage landlords to share their e-mail address (on the second page of the HAP Contract) to improve digital communication moving forward
- Reminder: Landlords/owners must receive a full copy of the executed HAP Contract (all pages)
