Expiration and Renewals

A mobile home park registration expires one year from the first day of the following month after the Division of Housing approves the park’s registration application. See 8 Colorado Code of Regulations (CCR) 1302-15, Rule 2.5.

The division will not accept renewals more than 60 days before an expiration date.

Example:

The division approved a park registration in January 2024. That registration expires February 1, 2025. If the landlord is still operating the land as a mobile home park one year later, they must renew the registration between December 3, 2024 and February 1, 2025. 

If the land isn’t a mobile home park anymore, the landlord needs to request not to be required to register.

Staff send an information packet to landlords 60 days before the registration expires. Landlords should pick up any certified mail they receive from the Department of Local Affairs or the Division of Housing. Also, if the primary contact for the park has an email address, they will receive reminder emails 60, 30, and 14 days before the registration expires.

Deadlines

The due dates depend on the park’s status. 

  • Currently registered parks must register no later than 11:59 pm Mountain Time (MT) on the last day before the park’s current expiration date. 
  • Parks that were established before the first registration deadline of February 1, 2020 but still haven’t registered must register as soon as possible. See the dates in the penalty notice letters.
  • New parks must register no later than 11:59 pm MT on the last day of the three-month period after mobile home lots became available for rent.

Latest Changes

  • As of October 15, 2024, mobile home park landlords must submit their address list using an MHPOP provided template
  • June 2024 due to House Bill 24-1294:
    • The definition of a “mobile home park” was updated so some language was updated on the registration forms to match.
    • Landlords must indicate on the address list if the park owner has a rent-to-own contract with a tenant that starts on or after June 30, 2024
  • As of June 2023, the form includes questions about the park’s water sources and billing as a result of House Bill 23-1257.

Using the online registration form helps minimize program costs and future registration fees.

For the form to work correctly, you must use Google Chrome on a computer. Using other browsers or devices may make it impossible to submit your application.

Tips for Using AccessGov

You don’t have to create an account to submit the form. However, you should create an account if you want to save your progress and finish the form later. You can find your in-progress forms by logging in and visiting Home.

AccessGov doesn’t take payments. You can submit your registration fee:

  • Online by credit card or electronic check using the English language Salesforce portal. Email DOLA_MHP_registration@state.co.us or call 1-833-924-1147 to ensure your information is in the system and your account is set up.
  • By making a check out to “Colorado Division of Housing,” writing the park name and registration number (MHP-) on the memo line, and mailing it to:

The US Postal Service provides the most reliable service to the division’s office. Consider a service with a tracking number, such as certified or registered mail.

Email, Fax, or Mail

A paper version of the registration form is in the packet we mail 60 days before the expiration date. You can request additional paper forms by contacting DOLA_MHP_registration@state.co.us or 1-833-924-1147.

To submit completed applications:

  • Email DOLA_MHP_registration@state.co.us 
  • Fax 720-927-2630 with a cover page noted, "Attention: Registrations"
  • Mail to:

To avoid a late fee, make sure the packet:

  • Has the correct address
  • Includes enough postage
  • Is postmarked before your park’s expiration date 

Example:

If a park’s expiration date is February 1, it should be postmarked by January 31 of the same year.

Registration Checklist

A complete application includes:

  • A registration form with all of the applicable required fields filled in and the owner’s or manager’s signature on the last page
  • A copy of the county assessor report, record, or similar document that:
    • Is from the assessor’s office for the county where the park is located
    • Includes the name and address of the legal owner of the park
    • Is recent, so get a new one each year (see this list of Colorado county assessors for websites)
  • A recent copy of the Colorado Secretary of State Certificate of Good Standing, if the park’s legal owner as shown on the county assessor record is a domestic or foreign Limited Liability Company (LLC); get a new one from the Secretary of State’s website each year
  • A list of mobile homes in the park, following the instructions to prepare and send the address list
  • A registration fee, based on the directions for how to calculate and pay the fee
