The NSP 1 Substantial Amendment to the Neighborhood Stabilization Program (NSP1) Action Plan was approved by HUD, after a 15 day public comment period, on February 22, 2010. The approved plan, with comments, is linked below.

June 2009 Substantial Amendment: Red
October 2009 Substantial Amendment: Violet
February 2010 Substantial Amendment: Green
The Division of Housing's (DOH) remaining NSP1 funds are prioritized solely for use in the redevelopment (new construction) or rehabilitation of multi-family rental housing. DOH is no longer accepting applications for single family housing, land banking, or demolition projects.
