Installations
Every manufactured home, including multifamily units, that are installed in the State of Colorado must bear the certificate of installation (insignia) used by the Division of Housing to certify that the unit has been installed and in compliance with the manufacturer’s or Division of Housing’s approved installation manual.
Any person who installs these units must register with the Division of Housing prior to the installation of the unit and post the completed Installation Authorization form on the structure until the unit has been certified.
A local government may not adopt less stringent standards for the installation of a manufactured home or tiny home than those promulgated by the Division of Housing. A local government may not, without express consent by the Division of Housing, adopt different standards than the standards for the installation of a manufactured home or tiny home promulgated by the Division of Housing. However, a local government may enact standards for mobile, modular, or tiny homes concerning unique public safety requirements related to geographic or climatic conditions, such as weight restrictions for roof snow loads, wind shear factors, fire suppression systems, and wildfire risk.
Foundation Requirements
Jurisdictions with a build department regulate the design and construction of foundation system approval, but foundation designs still need to meet the minimum requirements set forth in CCR 1302-14 for permanent and temporary installations. All foundation plans must be submitted to the local authority for approval.
For jurisdictions without a building department, the Division of Housing regulates the design and construction of the foundation system. Foundation plans must be submitted to the MHIP Program Coordinator at dola_mhip@state.co.us.
Inspection Scheduling
If the home is going to be installed by a registered Installer, please ensure that the installer schedules an inspection with the Division of Housing or a Certified Third Party Inspector. Homeowners who plan to install the home themselves, please schedule the inspection with the Division of Housing. Certified installers who install a home, please ensure to follow the correct procedures for adhering the insignia and creating the asset for the installation. If the home is installed in a Participating Jurisdiction, please see the Participating Jurisdiction section below.
To schedule an installation inspection with the Division of Housing, please contact dola_mhip@state.co.us.

Homeowner Installations
A homeowner may install their own home but are limited to five (5) units in a lifetime. A homeowner is not required to register as an installer but must follow the same installation process and inspections that a registered installer would typically follow. Please reach out to the MHIP Program Coordinator at dola_mhip@state.co.us for more information.
Third Party Inspection Agencies
Third Party Inspection Agencies that intend to install or inspect installations must first register with the Division of Housing. Note that registration for Installers is specific to an individual and not a group/business. The person who is registered must oversee the installation process for installation and can not be another individual unless they are under the direct supervision, at the site location, of the registered person.
