Funding Programs
The Office of Homeless Initiatives plays a pivotal role in addressing homelessness across the state by providing funding and support to various organizations, local governments, and service providers. Through a range of programs, the office strives to prevent homelessness, offer transitional housing solutions, and promote long-term stability for individuals and families facing housing insecurity.
The Division of Housing is continuing its coordinated effort with the Colorado Housing and Finance Authority (CHFA), and local municipalities to increase the production of Supportive Housing (SH), also known as Permanent Supportive Housing (PSH), for extremely low-income people experiencing homelessness with complex barriers to housing stability.
PSH is decent, safe, affordable, community-based housing that provides tenants with all the rights and responsibilities of tenancy, tenancy support services, and links to other intensive supportive services. PSH is a housing-focused approach that helps extremely low-income persons with complex barriers to housing stability and histories of homelessness live independently with improved health outcomes and reduced emergency system utilization.

The Homeless Prevention Activities Program (HPAP) provides funding to nonprofits and local governments to prevent households from falling into homelessness. The program is funded through voluntary contributions from Colorado residents when filing their state income taxes.
HPAP grants are awarded through a competitive application process, helping communities across Colorado provide services such as eviction prevention, rental assistance, and crisis intervention. The program’s objective is to intervene before households face homelessness, offering early support to at-risk families and individuals.

The Homelessness Resolution Program (HRP) provides funding to organizations working to resolve homelessness in Colorado. HRP funding helps individuals experiencing homelessness move toward permanent housing by providing emergency shelter, street outreach, rapid re-housing, bridge housing, and homelessness prevention services.
HRP grants are awarded to local governments, Continuum of Care (CoC) organizations, homeless service providers, and nonprofit organizations. The program prioritizes low-barrier, housing-focused shelters and aims to increase the number of quality housing resources available to individuals and families.
