The Emergency Mortgage Assistance Program (EMAP) was created as a temporary, time-limited response to the unprecedented COVID-19 pandemic and the economic hardship it created for many households.
If you are approaching or have exceeded $30,000 in default payments on your mortgage, please contact your mortgage company directly to apply for loss mitigation.
Updates to the Emergency Mortgage Assistance Program
The Emergency Mortgage Assistance Program (EMAP) closed its application portal at 5:00 p.m. MST on Tuesday, August 26, 2025, and no new applications will be accepted.
Important Information:
- After the application deadline, any application that has been submitted, but has not yet been assigned to a reviewer, will go on a waitlist.
- All applications will be reviewed in the order they were received.
- All applications are contingent upon funding availability.
- If you apply, please keep checking your status through the online portal to see if anything changes.
Submitted Applications
Individuals and households that have already submitted an application for mortgage assistance will continue to have their applications processed.

Eligibility
To qualify for assistance from EMAP, homeowners must complete an application and demonstrate that they:
- Have experienced a COVID-related impact to their finances on or after January 21, 2020.
- The hardship could include: job loss; reduction in income; reduction in hours worked; increased costs due to healthcare; increased costs due to the need to care for family members; or other issues which have impacted the household’s income.
- Are owner-occupants of a single-family home, condominium, or a 2- 3- or 4- unit family home (duplex, triplex, quadplex) located in Colorado.
- Owner occupied properties containing 5 or more units, investor-owned properties or vacation homes are not eligible.
- Have an income equal to or less than 150% of Area Median Income for the county in which they reside currently, or at the time of COVID-related financial hardship.
- Have a loan under the conforming loan limits (non-jumbo loan) at time of origination or most recent refinance (loan limits vary by region).
Emergency Mortgage Assistance Program FAQs
EMAP is designed to help eligible Colorado homeowners keep their homes by assisting with:
- Homeowners insurance payment
- Loss of utilities or home energy services
- Paying off or paying down chattel loans
- Lot rent for owner-occupied mobile homes
- Mortgage defaults, delinquencies, and/or foreclosures
- HOA payments, delinquencies, and/or liens
- Past due taxes
Households are eligible for a maximum of $40,000 in one-time assistance, but the full $40,000 is not guaranteed for all cases.
The EMAP application portal will close at 5:00 p.m. on Tuesday, August 26, 2025. After that time, no new applications will be accepted.
Your application will be added to a waitlist. It will be reviewed in the order it was received, based on available funding.
Submitting an application prior to the deadline optimizes your chances, but not all waitlisted applications will receive funding, as it is contingent upon the remaining available funds.
You can log into the Neighborly portal at any time to check your application status. We encourage people to check regularly for updates.
We will review cases in the order they are submitted, and we will process as quickly as we can. We will expedite applications in the event that an applicant is in imminent risk of foreclosure. This program was set up during COVID as a short-term emergency option. As one of the last states with funds remaining, our funds are close to running out, so the Division of Housing (DOH) is closing the portal to ensure the remaining applications can still be reviewed and possibly funded.
Yes. Even though the EMAP application portal is closing, the CARE Center services—like legal aid, housing counseling, and other supports—will continue through August 2026.

The funds for the program must be spent by September 30, 2026.
If you need mortgage assistance, we encourage you to submit an application with us as soon as possible, in addition to contacting your mortgage company. Since our assistance is not guaranteed, we also recommend discussing loss mitigation or other loan modification options directly with your lender.
You might also find it beneficial to speak with a HUD-approved Housing Counselor. A HUD-approved housing counselor is specially trained and certified by the government to help you assess your financial situation, evaluate options if you are having trouble paying your mortgage loan, and make a plan to get you help with your mortgage. The State of Colorado has partnered with several nonprofit organizations to provide mortgage assistance. One of those nonprofits will review your application, reach out for additional information if needed, and process your payment.
