How to treat Venmo, Zelle, PayPal and other cash apps

September 10, 2024

DOH has seen an increase in participants listing apps such as PayPal or Venmo under the asset section on their Family Reporting Form. HUD guidance states that PHA's are not required to verify deposits and transactions made through these apps. Instruments such as PayPal, Venmo, Zelle, and Cash App are not considered financial institutions and PHAs are not required to verify deposits and transactions made through them. Any benefit
derived from a policy requiring PHAs to track these instruments would be outweighed by the administrative burden it would pose.

NSPIRE-V Implementation Delay

National Standards for the Physical Inspection of Real Estate for Vouchers (NSPIRE-V) implementation compliance deadline has been extended until October 1, 2025.

Repayment Agreement Process – Update

Updated State W9 and EFT Forms

February 15, 2023

The State of Colorado – Office of the State Controller has updated the State‐preferred W9 and EFT forms. These forms are attached and should be used immediately. We understand that the older forms are likely in circulation and will be submitted over the next few weeks. We will do our best to push these forms through but there could be a request for the updated forms to be completed.

Subsidy Standards/Bedroom Size

Effective Immediately

In an effort to streamline DOH processes and reduce barriers to housing, the CoC PSH program will now align with the HCV and SHV guidelines pertaining to subsidy standards and unit bedroom size. A participant may lease a larger unit than bedroom size issued on their RAD/voucher. The FMR will be the lesser of the issued RAD size or the actual unit size.

Voucher Expiration for Applicants

The Division of Housing (DOH) has created a process sheet on how to expire an applicant’s voucher in Elite. An applicant is a family that has been issued a voucher but has never leased up in a unit. Partner agencies are allowed to expire an applicant’s voucher in Elite without sending any documentation into their SPOC. Please remember that if a family has previously leased up and now has a voucher expiring you must follow the DOH termination process.

Repayment Agreements Required for All Unreported Income

Effective August 1, 2022

In an effort to ensure all rules and regulations are being followed and reduce funding loss the Community Access Team- CATV has determined effective August 1, 2022 repayments will be required for all CATV Participants who fail to report any income change as required. Please follow the current DOH process for repayment agreement calculation form to align with the current DOH repayment agreement method.

90 Day Interim Actions Required at New Admission

Effective Immediately

For 2022, CAT participants receive $93.17/mo of their Social Security income or only $30/mo of their SSI income. Use this amount when inputting their income at new admission At the same time process a 90-day interim with their full income. Your SPOC will be looking for 2 actions to approve.

Send both letters at the same time so the client is aware of their new portion once they start receiving their full amount.
