The Annual Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) is Now Available
This year’s NOFO includes significant changes that we are continuing to analyze from many different perspectives. Please read the information below carefully, and we strongly encourage all current and interested CoC providers to review the full NOFO. You can find it on grants.gov.

Balance of State (BoS) CoC NOFO Overview
Tuesday, November 25, 2025 | 10:00-11:00 AM MST
This session will cover what we currently know about the FY2025 NOFO and highlight key changes from previous years. A recording will be posted on the BoS CoC website.
- Changes in Program Types and Scoring
The BoS CoC is eligible for $4,083,405 in funding this year. Although the total available funding has increased, HUD has substantially changed program models, scoring, and overall priorities for awarding CoC funds. Below are the most important updates.
Funding Structure
- Permanent Housing (PSH and RRH) programs can make up no more than 30% of the Annual Renewal Demand (ARD).
- 30% of the BoS ARD = $1,225,022
- Tier 1 funding has decreased from 90% to 30%.
- These funds are not dependent on the CoC’s overall score and have historically been renewed.
- Tier 2 funding has increased from 10% to 70%.
- These funds are dependent on the CoC’s score and will compete with projects nationally
Tier 2 Scoring (100 points total)
- 50 points – CoC Score
- 40 points – Rating and Ranking
- 10 points – Service Participation
Eligible New Project Types
- Transitional Housing
- Supportive Services Only (Street Outreach, Coordinated Entry, Standalone)
- Rapid Rehousing
- Permanent Supportive Housing

Additional Program Notes
- Special NOFO to Address Unsheltered & Rural Homelessness (SNOFO) and Youth Homelessness Demonstration Program (YHDP) grants expiring in 2026 are eligible for renewal.
- All programs, except CoC Planning, are competitive and must be ranked.

- Letter of Intent (LOI) due for all Renewal and New applicants
- December 14, 2025 – 11:59 PM MST
- All program applications (new and renewal) will be due in e-snaps
- December 19, 2025 – 5:00 PM MST
- All applicants will be notified of their ranking
- December 22, 2025 – 3:00 PM MST
- Appeals due
- December 23, 2025
- Balance of State Governing Board will vote to approve application rankings
- December 29, 2025
- Applicants will be notified of the finalized ranking
- January 14, 2026 – 6:00 PM MST
- HUD deadline for the full CoC Consolidated application
- November 25, 2025 – 10:00-11:00 AM MST

The BoS CoC Governing Board and Ranking and Rating Committee are working to align our scoring tools to align with the updated HUD priorities. They will be posted here as soon as possible and will be sent to those who submit an LOI.
