RLF Recapture
DOH will evaluate each Subrecipient’s ability to effectively administer Revolving Loan Fund (RLF) program funds on a semi-annual basis. DOH may recapture Program Income from Subrecipients that fail to adequately meet program statutory or regulatory requirements or DOH policies.
DOH may recapture Program Income for the following reasons:
- HUD changes to requirements regarding Program Income;
- Program Income balance exceeds the amount a Subrecipient may reasonably expect to spend on permitted activities within a two year period;
- Subrecipient spends Program Income on an unapproved activity;
- Subrecipient is out of compliance with other DOH RLF or Program Income Guidelines; and/or
- Subrecipient voluntarily returns funds (e.g., inactive program). Unless a Subrecipient has an approved proposal to reallocate Program Income in its community, as described in the General Guidelines Spending Program Income section, once Program Income is recaptured DOH may use the funds for new awards to eligible projects throughout the State.
