Supporting Housing Affordability: DOLA's Commitment to Affordable Housing Initiatives
Increasing the availability of safe, affordable housing in Colorado is one of DOLA’s top priorities. The department’s Division of Housing delivers a variety of services and financial assistance to help make housing and shelter a reality for citizens throughout the state.
The Office of Housing Finance and Sustainability assists developers and local governments in creating more affordable housing through gap funding for acquisition, rehabilitation and new construction projects. We also have programs to provide down payment assistance and owner-occupied rehabilitation loans. These grant and loan programs are competitive and funding is based on timing, availability and department priorities.

Proposition 123
Voters approved Proposition 123 in 2022, which created the State Affordable Housing Fund. DOLA oversees and deploys 40% of the Fund, including resources dedicated to affordable homeownership.
